Inclusive procurement technical assistance Program

IPTAP is a one-year program that provides intensive, customized technical assistance to program participants to accelerate their business preparedness for growth opportunities. Participants establish 12-month goals at the start of their program term as well as periodic key milestones to measure progress toward goals. 

Program participation is renewable each year based on continued successful progress. Program participants will undergo a full evaluation at the end of each program year. Those who have demonstrated commitment and sustained forward momentum can submit a request to renew their cohort membership which outlines their goals for the next program year and how they hope the program will help them achieve those goals.

Program Objectives

  • Foster the adoption of inclusive policies within the procurement community
  • Increase the competitiveness of small businesses for contract opportunities 
  • Establish a pipeline of small and minority-owned businesses with the capacity and preparedness to achieve successful contract bids

Eligibility

Propeller selects IPTAP participants from a competitive pool of applicants who have shown a commitment to their growth and development through prior engagement with other Propeller programs and resources.  Ventures are evaluated and accepted based on the following criteria:

  1. Procurement Goals
  2. Financial Viability
  3. Entrepreneurial Leadership
  4. Commitment to Racial Equity
  5. Demonstrated Commitment to Business Growth

Additionally, all applicants should be eager to learn or expand their understanding of anti-racist principles and ways to incorporate racial equity personally and within business operations. As an organization, Propeller understands that elevating BIPOC-owned businesses and creating employment opportunities for BIPOC communities is inherently a form of operationalizing racial equity.
